The first endowment management system for the Grand Est region

Since the start of the 2018 school year, Kosmos, a specialist in digital transformation for education, has been supporting the Grand Est Region in its ambitious educational digital plan: High school 4.0.

The aim of this project is for all the Region's high schools to be connected, while providing students and the Educational community with all the tools bornTeaching challenges, hence the introduction of wifi in all Schools and access to a wide range of free Educational resources.

Assignment needs

In 2018, the Region Grand Est launched its "High school 4.0" program. 40,000 subsidized laptops were distributed to families on a voluntary basis. This distribution was managed without a dedicated application. This experience highlights the difficulties with manual tracking (data entry errors, inaccuracies, duplicates, long distribution times...).

In March 2019, the Region decided to progressively equip all High school students with 120,000 materials distributed from September 2019. This is an ambitious project, with a tight deadline for distribution (3 weeks in September).

The Region therefore turned to Kosmos to develop a single tracking tool, which would become GESMAT. After deploying its ENT " Mon Bureau Numérique "in more than 880 Schools, Kosmos developed a new customized application via Kosmos solutioning tosecure the massive distribution of computers to High school students since the start of the 2019 school year.

The project

With Kosmos solutioning, its tailor-made solution, Kosmos developed and deployed the GESMAT module within an extremely tight four-month schedule, in close collaboration with the Region Grand Est.

This tailor-made digital application guaranteed smooth, controlled smooth and controlled distribution in the Schools at a very high rate of several thousand units per day at the start of the school year.

This tool has also been designed to draw on the various School databases to guarantee up-to-date, legitimate and secure allocation of materials to Students.

Thanks to this application, the Region can build up its stock as closely as possible to needs, and monitor distribution in real time. In just 3 weeks, 110,000 computers were distributed to nearly 300 high schools, while over the past three years, more than 275,000 items of equipment have been distributed to 350 high schools and tracked in GESMAT.The dematerialization of the process and the precise adjustment of equipment stocks represent real savings.

For the Region Grand Est, this is a very positive experience. The digital solution is part of a large-scale digital transformation operation: around 25 million euros are being invested in the PCs made available to students.

Summary

As of 2018, the Grand Est Region is experimenting with an initial subsidy scheme for the acquisition of equipment by families. The experiment highlighted the logistical difficulties involved and the need to monitor allocations. As an extension, in early 2019, the Region decided to extend its scheme and gradually equip all high school students with laptops from September 2019, and to call on Kosmos to dematerialize the process.

This deployment is a first on the scale of a Region, and involves real challenges in terms of dematerialization, security and distribution logistics.

With Kosmos solutioning, Kosmos was able to offera tailor-made digital solution for this large-scale digital transformation operation in education.
